Mugabil Bakhishov, a former strategist at Lachin Regional Education Department, held a press conference at the International Press Center today.
The former employee of the education department accused Ramiz Jabrayilov, the regional executive chief, of governing the region like a mafia don. He claimed that the executive chief abuses any visitor to the executive power office, and that a local teacher, Almurad Novruzoglu, was physically assaulted by Jabrayilov, which police have failed to investigate the case.
Mugabil Bakhishov also claimed that Jabrayilov has appropriated between 20 000 and 30 000 manats of regional charity funds. Nearly 50 residents, including Bakhsheyish Khudayarov and Aslan Hasanov, have been sued for criticizing Jabrayilov. There was no transparency during the allocation of 552 houses for refugees and IDPs. People living in temporary housing and huts and Karabakh war veterans remain un-housed. Bakhishov alleged that corruption was rife throughout the process. He claimed that Jabrayilov also had some role in the suicide of Motabar Samadov, former accountant of the regional social protection center. Bakhishov appealed to high-ranking officials protected by Jabrayilov, saying "Do not build your happiness on the unhappiness of refugees".
Bakhishov believes that his life is in danger; he says that he was forced to write a resignation letter in March, and that the regional executive chief is threatening him with arrest. He appealed to President Ilham Aliyev, international organizations and the local diplomatic corps.
