EARLY MARRIAGE STILL AN ISSUE IN REGIONS

Society for the Protection of Women's Rights (SPWR) has presented the results of its project on struggle against early marriages. Head of the organization Novella Jafaroglu said they had conducted monitoring of the mentioned problem in four districts of Azerbaijan, where they observed such marriages. The problem of giving up education after primary 4-year level is becoming common among girls, which demands urgent attention. As there is no official statistics on early marriages, the scope of the problem is unknown. Parents were blamed for marrying off their underage girls and law enforcement agencies for taking no step in this regard. Stiff punishments stipulated by law for early marriages do not produce desired effect. Religious wedding officiants were accused of failing to follow laws with regard to this issue. As reasons for early marriages, the monitoring identified school avoidance, irresponsibility of parents, poor communication between parents and school, difficult financial situation of families and unemployment. The project executors have prepared set of proposals for government bodies in order to address this problem. Increasing the number of educational TV and radio programs was one of main proposals. Establishment of a Girls Council at schools was also suggested. Raising awareness of parents about unlawfulness of early marriages and the punishments that they could face for noncompliance with the law were among the proposals. Other suggestions included investigation of this issue by Women's Committee and preparation of comprehensive action plan. The project was implemented with support of the Canadian Embassy in Turkey.
