On February 25, Baku Appeals Court maintained the previous verdict of former health minister Ali Insanov about 11-year imprisonment. The decision was announced in the absence of Insanov. The lawyer noted that the Government of Azerbaijan didn’t implement the decision of European Court on Human Rights on Insanov. Note that, retrial was held due to the decision of European Court on Human Rights issued on March 14, 2013, on violation of Insanov's rights and compensation ought to be paid to him. Insanov was arrested in November, 2005 on charge of coup attempt. In April of 2007, he was sentenced to 11 years in prison on charges of taking bribe, abuse of office, and some economic crimes. On February 25, investigative journalist Khadija Ismayil gave a statement in the Department on Investigating Serious Crimes of Prosecutor General’s Office for the fifth time. Upon request of the investigator, her personal computer and email accounts were searched in her presence. Note that, on February 16, Khadija Ismayilova published a material on her Facebook page presumably related to the activity of the Ministry of National Security (MNS). It was about placement of spies into the political parties by MNS. Criminal investigation has been opened into the fact under the article 284.2 of the Criminal Code (disclosure of state secret, which has brought to serious consequences). Center for National and International Studies (CNIS) held a roundtable on the topic of “What is priority for the West: democracy or energy interests?” Although the event was intended to be held in ISR-Plaza, it refused to rent a room under pretext of lack of electricity. "But afterwards bailiffs of Khatai district court sent a notice to my son, demanding him to pay 3 thousand manat for the second car. In April, we received another notice about seizure of my son's car. We sent an inquiry to the court to see if there was a civil lawsuit filed against Zahid. The answer was no. It seems with the help of bailiffs, the insurance company tries to reimburse itself for repair of the second car," he mentioned, adding that their complaints against the pressures from the bailiffs and illegal seizure of the car remain unaddressed. Reporter of Meydan TV online TV channel, Sevinj Vagifgizi was detained on February 28 while filming dispersal of street traders by the police in Narimanov district of Baku. She was taken to Narimanov police station and held there for half an hour before being released. On February 28, Baku Appeals Court upheld dismissal of journalist Avaz Zeynalli's lawsuit against the Press Council. Testimonies in favor of Avaz Zeynalli given by Turan information agency director Mehman Aliyev and Yeni Musavat newspaper lawyer Vagif Huseyn did not influence the judges' decision. Note that in his complaint filed with Narimanov district court, the editor-in-chief of Khural newspaper requested the court to outlaw the Press Council's decision adopted in September of 2011, declaring Khural a "racket newspaper" and including it in "the blacklist." But the court dismissed the case. Avaz Zeynalli is serving a nine year of jail sentence handed down on charges of bribery and extortion. The complaint against Zeynalli was filed by then-MP Gular Ahmadova. A number of international and local human rights organizations have recognized the editor-in-chief of Khural as the prisoner of conscience. Today, Baku Court on Grave Crimes held a preliminary hearing in the case of journalist and human rights activist Parviz Hashimli. His lawyer Bahruz Bayramov says he has not been allowed meeting with Hashimli for 15 days. "We did not have a chance to meet or familiarize ourselves with the case materials. So we have not been able to prepare defense strategy," the lawyer noted. The judge postponed the hearing. Parviz Hashimli was arrested on September 17, 2013 in an operation conducted by the Ministry of National Security. He is charged with smuggling and illegal possession of fire-arms. Hashimli rejects the charges, saying that he was arrested because of his journalistic and human rights activity. Amnesty International has recognized him as a prisoner of conscience. Main Investigation Department of MNS launched a case against him with three articles of the Azerbaijani Criminal Code: Article 206.3.2 (smuggling of firearms on preliminary arrangement by an organized group), 228.2.1 (illegal purchase, transfer, selling, storage, transportation and carrying of firearms, their accessories, supplies and explosives by an organized group) and 228.2.2 (the same acts committed repeatedly). Parviz Hashimli denies the charges as false, saying that he has been arrested because of his journalistic and human rights activity. Amnesty International organization has recognized him as a “prisoner of conscience.”
