On June 7, a group of physically limited persons held a protest in front of the Presidential Administration building. They were received by the president's deputy adviser on social issues Mehman Tagiyev. The protesters requested rise in the amount of benefits given to children with physical disabilities and assignment of allowance for one of the parents nursing them. Blogger Mehman Huseynov was abducted on July 7 and taken to the 22nd police station of Nasimi district, where he was questioned and released. From there he was taken to the Nasimi district police office, where the investigator Babak Rustamov said that they had received a complaint about Mehman Huseynov from the owner of some shop. On April 11, Mehman allegedly came to this store for an interview about nearby pubs. The journalist denied it, saying that he does not shoot anything beyond the Sabail district and above all he is not an investigative journalist. On July 7, Baku Court of Appeal held a preliminary hearing on the appeal filed by journalist and human rights defender Parviz Hashimli who was sentenced to 8 years in prison on gun smuggling charges. Judge Vagif Mursagulov presided over the hearing. The defense requested that the appeal court overturn the lower court's decision and acquit the journalist. The defense also petitioned changing the measure of restraint and summoning additional witnesses. However none of the requests was granted. Journalist Parviz Hashimli was detained on September 17, 2013 by employees of the Ministry of National Security. On May 14, 2014 he was sentenced to 8 years in prison on charges of smuggling, illegal possession and trafficking of fire-arms. On July 9, the Court of Appeal heard lawyer Gurban Mammadov's appeal against conviction. According to Mammadov's defense counsel Fakhraddin Mehdiyev, the court did not grant any of their motions and upheld the decision of the Nasimi District Court. Lawyer Mammadov was arrested in June 2013 over a traffic accident dating back to September 2012. He was charged under two Articles of the Criminal Code: 263.1 (violation of traffic rules causing damage to health) and 299.1 (offering payoff to victim). Mammadov said there were political motives behind his prosecution triggered by his active role in opposition and critical statements. Mammadov was sentenced to 3 years in prison by Nasimi district court on December 6, 2013. On July 11, the Baku Appeals Court, presided over by judge Hasan Ahmadov, held a hearing on the case of NIDA activists. According to the lawyer Fariz Namazli, activist Shahin Novruzlu participated in the process. "The youth activist of NIDA Shahin Novruzlu, who has appealed for presidential pardon, will not waive his right to appeal or attorney," said Namazli. The lawyer added that they prepare to submit cassation appeal against the preliminary hearing of the appeals court. Note that Novruzlu's appeal for pardon went around on July 10. The activists of NIDA Civic Movement were detained in April and May of 2013 on charge of planning to use Molotov cocktails during a mass protest in Baku on March 10, 2013. Some of the youth were also charged with illegal possession of drugs. Member of the "Azad Genjlik" (Free Youth) organization Ilkin Rustemzadeh was detained on May 17 and charged in the same case. He was first charged with hooliganism, then additionally with organizing riots and attempting to participate in them. On May 6, 2014, Rashadat Akhundov, Zaur Gurbanli, and Ilkin Rustemzadeh were sentenced to 8 years, Rashad Hasanov and Mammad Azizov to 7 and a half years, Uzeyir Mammadli and Bakhtiyar Guliyev to 7 years, and Shahin Novruzlu to 6 years in prison.
