NGOS PROTEST AGAINST RESTRICTIVE LEGAL CHANGES IN FRONT OF PRESIDENTIAL ADMINISTRATION BUILDING

On December 27th dozens of Azerbaijani civil society activists came to the building of the presidential administration to protest against the amendments to the law on NGOs made on December 17. They believe that the amendments are restrictive and worsen conditions for NGO activities. Five representatives of the protesters were invited to the presidential administration, where they handed the statement of protest of civil society. Then they had a one-hour conversation with the deputy head of the political department, Tahir Suleymanov. According to the head of the Center for Economic Research, Gubad Ibadoglu, Suleymanov said that the amendments were not initiated by the presidential administration, but have already been referred to the president for approval. However, according to Suleymanov, administration is aware of the concerns of civil society, and is currently reviewing the document. Suleymanov asked the activists to present their legal opinion to the administration within two days. "We told them that we'll present the legal opinion. But we have also said that we reserve the right to protest, unless our concerns are taken into account," said Ibadoglu. On December 17, Milli Majlis made eight amendments and about fifty corrections to the laws "On State Registration of Legal Entities", "Non-Governmental Organizations (Associations and Foundations)", "Grants" and the Code on Administrative Misconduct. Seven amendments relate to increasing the level of fines and one the suspension of the activities of NGOs for a year. Amendments make NGOs subject to legal prosecution for non-deliberate mistakes. According to amendments, the upper limit of fines for certain offenses is 8,000 manat for legal entities and 3,000 for natural persons.
