CIVIL SOCIETY REQUESTS ACTION FROM PACE AGAINST RESTRICTIVE NGO LAW REFORM

The Committee to protect the rights of civil society held a meeting at IRFS premises. On December 17, 2013 the parliament made 8 amendments and 50 corrections to the laws on civil society. Seven of the amendments relate to increasing the level of fines and one suspending activities of NGOs for a year. As for the corrections, they concern tax liability, grant documents, rights of members, documentation and legal accountability. The changes also impede activity of foreign NGOs. In response to this, representatives of NGOs established the Committee to protect rights of civil society on December 30 of previous year. The Committee works to stand against similar restrictive law reforms in the future. Member of the Committee, Gubad Ibadoglu reminded the Civil Society Forum held on January 16 and the petition signed by more than 100 NGOs and submitted to Azerbaijani President's Office. Ibadoglu said the amendments can either rejected or approved, wholly or partly. The Committee will organize its work assuming both versions as possible. Committee member Leyla Aliyeva spoke about relations with international organizations on this issue. A number of international alliances have launched a campaign to support NGOs in Azerbaijan. A statement has been addressed to the PACE over the new restrictions on NGO activity by amending the law. Head of the Institute for Reporters' Freedom and Safety Emin Huseynov brought to the notice the text of the statement and said that it will be open for signature until January 27. On that date the statement will be submitted to the PACE. The statement of NGOs points out deterioration of the human rights situation. It assesses the amendments to the NGO law as an attempt to get these organizations under state control. "Prior to that, the authorities toughened the laws on commercial activity to minimize NGOs' control over this field. Freedom of expression, media, assembly and conscience are violated. Dozens of people are jailed for political activism" the statement reads, asking the PACE to urge Azerbaijan to not give effect to the abovementioned bill.
