On July 22, Youth Movement D-18 presented the results of a survey, held among university students to determine the most corrupt, authoritarian and incorrupt teachers and rectors. "There is a teacher in the State Economic University by name Tapdig, who's notorious for taking hefty bribes. He has been dubbed Dollar Tapdig by students" said Ruslan Izzatli, head of the D-18. According to the results, another most corrupt teacher was Javanshir Beydulla, who works at the University of Languages. The rector of Baku State University, Abel Maharramov was named the most authoritarian rector. Nushabe Sadikhli, the teacher of the Baku State University, was the winner of the incorrupt teacher award. Unlike previous winners, who fearing university management did not come to take their prize, Sadikhli participated in the event. The event was attended by the ex-chairman of the Student Admission Commission Vurgun Ayyub. According to him, the reason for bribery in the education system is loyal attitude of the authorities to this phenomenon. "Bribery has become a method of governance in the country" said Ayyub. Low wages of the teachers were believed to be the reason of bribery, but was not considered justification. Chairman of the Citizen and Development party, Ali Aliyev believes that bribery distorts not only education, but also social and political administration. He agreed with the view that bribery is the systemic policy of the current government.
